Civil marriages at the Indian Embassy in Qatar are possible if one partner is an Indian citizen with Qatari residency. Here's what you'll need:
For non-Indian partners, additional requirements include a singleness certificate/affidavit from their home country, a No Objection Certificate from their embassy, and one foreign national witness.
Submit all the above documents alongside the duly filled-in forms and prescribed fee to the embassy.
The embassy will post a no objection notice for one month and require you to place a marriage announcement (English) in a local newspaper in Qatar and in a leading newspaper in India (Native Place) or in foreign country, if one of the partners is of foreign nationality. The embassy will issue a No Objection Certificate (NOC) letter for this purpose. After one month and submitting original newspaper clippings, the embassy will process your request for marriage registration.
The embassy will contact you to schedule the marriage registration ceremony. Remember, marriage registration is subject to approval by the competent authority.
